Hurricane Irene Picks Up Speed As It Re-Emerges Over Atlantic (LIVE UPDATES)

MIAMI -- Weaker but still menacing, Hurricane Irene knocked out power and piers in North Carolina, clobbered Virginia with wind and churned up the coast Saturday to confront cities more accustomed to snowstorms than tropical storms. New York City emptied its streets and subways and waited with an eerie quiet.
With most of its transportation machinery shut down, the Eastern Seaboard spent the day nervously watching the storm's march across a swath of the nation inhabited by 65 million people. The hurricane had an enormous wingspan - 500 miles, its outer reaches stretching from the Carolinas to Cape Cod - and packed wind gusts of 115 mph.

Almost a million homes and businesses were without power. While it was too early to assess the full threat, Irene was blamed for five deaths.
The hurricane stirred up 7-foot waves, and forecasters warned of storm-surge danger on the coasts of Virginia and Delaware, along the Jersey Shore and in New York Harbor and Long Island Sound. In the Northeast, drenched by rain this summer, the ground is already saturated, raising the risk of flooding.
Irene made its official landfall just after first light near Cape Lookout, N.C., at the southern end of the Outer Banks, the ribbon of land that bows out into the Atlantic Ocean. Shorefront hotels and houses were lashed with waves. Two piers were destroyed, and at least one hospital was forced to run on generator power.
"Things are banging against the house," Leon Reasor said as he rode out the storm in the town of Buxton. "I hope it doesn't get worse, but I know it will. I just hate hurricanes."
By evening, the storm had weakened to sustained winds of 80 mph, down from 100 mph on Friday. That made it a Category 1, the least threatening on a 1-to-5 scale, and barely stronger than a tropical storm. Its center was positioned almost exactly where North Carolina meets Virginia at the Atlantic, and it was picking up speed, moving at 16 mph - up from 13 mph - as it re-emerged over the Atlantic. A hurricane warning had been lifted south of Surf City, N.C.
After the Outer Banks, the storm strafed Virginia with rain and strong wind. It covered the Hampton Roads region, which is thick with inlets and rivers and floods easily, and chugged north toward Chesapeake Bay. Shaped like a massive inverted comma, the storm had a thick northern flank that covered all of Delaware, almost all of Maryland and the eastern half of Virginia.
The deaths included two children, an 11-year-old boy in Virginia killed when a tree crashed through his roof and a North Carolina child who died in a crash at an intersection where traffic lights were out.
In addition, a North Carolina man was killed by a flying tree limb, a passenger died when a tree fell on in a car in Virginia, and a surfer in Florida was killed in heavy waves.
It was the first hurricane to make landfall in the continental United States since 2008, and came almost six years to the day after Katrina ravaged New Orleans. Experts guessed that no other hurricane in American history had threatened as many people.
At least 2.3 million were under orders to move to somewhere safer, although it was unclear how many obeyed or, in some cases, how they could.
Defense Secretary Leon Panetta told 6,500 troops from all branches of the military to get ready to pitch in on relief work, and President Barack Obama visited the Federal Emergency Management Agency's command center in Washington and offered moral support.
"It's going to be a long 72 hours," he said, "and obviously a lot of families are going to be affected."
In New York, authorities began the herculean job of bringing the city to a halt. The subway began shutting down at noon, the first time the system was closed because of a natural disaster. It was expected to take as long as eight hours for all the trains to complete their runs and be taken out of service.
On Wall Street, sandbags were placed around subway grates near the East River because of fear of flooding. Tarps were placed over other grates. Construction stopped throughout the city, and workers at the site of the World Trade Center dismantled a crane and secured equipment.
While there were plenty of cabs on the street, the city was far quieter than on an average Saturday. In some of the busiest parts of Manhattan, it was possible to cross a major avenue without looking, and the waters of New York Harbor, which might normally be churning from boat traffic, were quiet before the storm.
The biggest utility, Consolidated Edison, considered cutting off power to 6,500 customers in lower Manhattan because it would make the eventual repairs easier. Mayor Michael Bloomberg also warned New Yorkers that elevators in public housing would be shut down, and elevators in some high-rises would quit working so people don't get trapped if the power goes out.
"The time to leave is right now," Bloomberg said at an outdoor news conference at Coney Island, his shirt soaked from rain.
A day earlier, the city ordered evacuations for low-lying areas, including Battery Park City at the southern edge of Manhattan, Coney Island with its famous amusement park and the beachfront Rockaways in Queens.
The five main New York-area airports - La Guardia, John F. Kennedy and Newark, plus two smaller ones - waved in their last arriving flights around noon. The Giants and Jets postponed their preseason NFL game, the Mets postponed two baseball games, and Broadway theaters were dark.
New York has seen only a handful of hurricanes in the past 200 years. The Northeast is much more used to snowstorms - including the blizzard last December, when Bloomberg was criticized for a slow response.
For all the concern, there were early signs that the storm might not be as bad as feared. Some forecasts had it making landfall as a Category 3 storm and perhaps reaching New York as a Category 2.
"Isabel got 10 inches from coming in the house, and this one ain't no Isabel," said Chuck Owen of Poquoson, Va., who has never abandoned his house to heed an evacuation order. He was referring to Hurricane Isabel, which chugged through in 2003.
Still, Owen put his pickup truck on a small pyramid of cinder blocks to protect it from the storm tide, which had already begun surging through the saltwater marshes that stand between Poquoson and Chesapeake Bay.
Airlines said 9,000 flights were canceled, including 3,000 on Saturday. Airlines declined to say how many passengers would be affected, but it could easily be millions because so many flights make connections on the East Coast. There were more than 10,000 cancellations during the blizzard last winter.
American Airlines spokeswoman Andrea Huguely said it was not clear when flights would resume out of New York.
"The one thing about a hurricane is that you can prepare for it and you just have to adapt your plan based on how the storm travels," she said. "It's basically an educated guessing game."
Greyhound suspended bus service between Richmond, Va., and Boston. Amtrak canceled trains in the Northeast for Sunday.
The power losses covered 900,000 homes and businesses and were heavily concentrated in Virginia and North Carolina. Dominion Resources reported almost 600,000 customers without power and Progress Energy 260,000, with much of the outages in Wilmington and Wrightsville Beach, N.C.
Irene roared across the Caribbean earlier this week, offering a devastating preview for the United States: power outages, dangerous floods and high winds that caused millions of dollars in damage.

DC Mayor: No Curfew, Flash Flood Warning In Effect

Washington, DC is bracing for Irene. Mayor Vincent Gray told reporters on a 9:15 p.m. conference call that an hour earlier, the center of the hurricane was 170 miles southeast of the city, heading north at 16 miles per hour with maximum winds of 80 mph. Unlike New York City, which shut down its transit services at noon today, the DC Metro is running on its regular schedule.Finally, Shelter"We are expecting to be affected by winds of 35 to 45 miles to hour with gusts of about 70 miles per hour," Gray said. "The winds are beginning to peak." He said they'll continue to peak until 2:00 a.m. "We could have a rainfall that would be anywhere in the range of four to eight inches," Gray said.
19 trees are down so far, and the tropical storm warning will continue until the morning. DC now has a flash flood watch.
Gray said that reports of a curfew were false. "There never was consideration of a curfew, so I don't know how this got started," Gray said. "There will be no curfew. There's no necessity for a curfew."
Gray thanked people for staying off the streets. DC saw 9,155 power outages by 9:15, but the number is coming down as electric company Pepco works with those homes.
DC distributed sandbags and is operating homeless shelters and additional evacuation shelters. Many of those who have been evacuated in DC faced leaky roofs that made their homes uninhabitable.
A Metro spokesperson said the city's transit system has no change of service planned for weather-related reasons.
"We think we are ready for virtually any eventuality, but one never knows in this situation because there are so many things that can occur spontaneously," Gray said.
A group of senior citizen evacuees from Atlantic City traveled 26 hours by bus around New Jersey looking for a shelter that would take them.

Only 5,500 people have so far taken up the more than 70,000 beds available in New York City emergency shelters, a spokesman for the Mayor's office told The Huffington Post.
"We expected that the overwhelming number of people are not going to go to shelters," spokesman Marc LaVorgna said. "They'll go stay with a family member or a friend. But how many people haven't left their homes at all? We don't have a way to say."
LaVorgna said there are no plans to have police or other city officials step up their patrols to enforce the evacuation order or go door-to-door before the worst part of the storm hits early Sunday morning.
"We're relying on New Yorkers to have common sense and listen to the advice that's being given," he said.

I missed the event, but I bought the Fast Web Formula 1 DVD set of the recording of the event ? and it was full of good stuff.

The second Fast Web Formula event was in September 2010 ? that one I did make.
Three days of presentations from around 20 experts.
Each one was superb content in its own right. Not all of them directly applied to my own business model, but many did, and they hit lots of nails right on the head with pure Gold content as far as I was concerned.
The presentations on Affiliate marketing, WordPress, SEO, PPC Adwords, Writing Sales Copy, Keyword Research and website design all provided a constant stream of top quality content, tips, advice and the occasional nugget!
And as much as the content was great, the chance to network and meet with the presenters and other attendees outside of the sessions themselves and discuss methods, techniques and strategies was just invaluable.
Twenty minutes spent talking to someone who has made millions of dollars from affiliate sales, or someone that knows SEO inside out are opportunities not to be missed?. especially when they also happen to be a genuinely nice people too!!

Ben Strickland?from the developers of the leading keyword research tool Market Samurai showed how to develop a keyword strategy for a site in terms of traffic and competition levels for keywords.
Steve Ovens is an SEO guru and discussed SEO techniques and strategies to overcome competition ? invaluable!
Mike Rhodes, an ex-Brit who lives in Australia, is a PPC (Pay-Per-Click) expert and showed how to effectively use the Content (Display) Network.?Solid content from a very knowledgeable guy.
James Dyson, another Brit, graphics expert and developer of the impressive OptimizePress WordPress theme talked about what works on sites for better conversions, higher opt-ins and more.
John Carlton, copyrighting legend. An entertaining and highly interactive presentation that isn?t for shrinking violets and the faint-hearted. John cuts to the chase to get you thinking about what you?re actually selling and how to start getting that message across by understanding your customer.
Not my main thing, but Kyle Tully really showed he knows his stuff on local business online and offline consultancy. If you?re interested in providing online services to local business, this was fascinating.
Video is getting bigger and bigger online. Google own YouTube and so guess what powers the YouTube search engine! As well as showing how to produce good video, Steve and Pam Brossman show how to optimise a YouTube channel and video content for great results.
There was content from Dave Jenyns, Kenny Goodman and Simon Johnson on domains and site flipping; from Kerry Finch on writing SEO optimised articles and Press Releases and how to promote them effectively; from Leanne King ? the WordPress Queen on building WordPress Authority sites; Peter Parks on Web2.0 properties; Dean Hunt on social media marketing techniques and more?.
It was a collection of 20 top division experts at the leading edge in their respective fields, in one place, together.
No sales pitches (although some had event special offers available to peruse for the 3 days), no hype, just content, content, content?..

Mold Prevention in Your House | Use These ... - Feng Shui Elements

Mold is an insidious problem in many homes. Not only will it quickly ruin clothing, bedding and furniture, carpeting, drywall and anything else its able to get started on, it can be a very serious health risk to people and pets. Mold is a very tiny fungus that can be found just about anywhere in the world and it survives in humid and moist areas.
Since summertime is now here, along with those hot, humid conditions that molds love, it is the prime time to learn how to prevent molds and mildews in your house. In a home that has people that suffer from allergies, or who have a breathing issue, keeping mold away is very important.
Regular home inspections
Look for a leak in the shower, bathroom faucet, outside piping and fix them immediately. If you allow moisture to run rampant in your house you will be welcoming toxic mold.
Use a Dehumidifier
A whole-house dehumidifier will keep your house below 50% relative humidity, so it will help in the prevention of mold growth. They will also dry up existing molds and remove the musty smells you may have.
Installation of a Fan in the Bathroom
Bathrooms offer mold the kind of moist, warm environment it loves. If the bathroom does not have vent fans, get one installed to get rid of the excess moisture in the air. If you already have one, make sure everybody in your home uses it each time they take showers. They can make a lot of noise, but they are a big advantage when it comes to mold prevention!
Make Sure Your Central A/C Works Good
Warm, humid summer weather is the time when mold can get a foothold and spread. Using centralair conditioning lowers the temperature and the humidity, and that will help to keep your entire home free of harmful mold. It?s usually best to call a houston hvac contractor to have your entire system checked and maintained.
Fix leaky gutters and roofs
Be sure to inspect your roof to make sure that there aren?t leaks because those could make an area damp and increase the chances of black mold forming.
Clean, dry areas resist mold growth. Keep that in mind as you prepare your home for summer and mold wont be a problem for you this year.

Community Bankers Seminar Takes Aim at National Flood Insurance

EAST LANSING ? The Community Bankers of Michigan (CBM) third quarter 2011 Community Bankers for Compliance (CBC) seminar, designed to offer assistance to banks regarding the National Flood Insurance Program, recently gave bankers the opportunity to get the latest on rules and regulations covering insurance requirements that impact banks. The meeting, held last month, provided over 50 community bankers critical information, and the chance to meet and discuss the issues affecting banks in navigating flood program rules and regulations.
Even though basic bank requirements have not changed in quite a while, each month more bank names appear on the list of institutions that have experienced civil money penalties for flood-related issues. ?While our experience indicates that many of these errors are more technical in nature, fines continue, and looking at the technicalities is worth the time,? said Judi Sullivan, CBM president/CEO.
Over 50 community bankers received critical information in navigating through flood program rules and regulations.
?
Bill Elliott, senior consultant and manager of compliance with Young & Associates presented information to the group.? The focus of his presentation was on the regulation and requirements for banks, and on some sections of the new Flood Insurance Manual, issued by FEMA, the federal government department that runs this program, in May, 2011.
?The most difficult portion of compliance for the next few years will revolve around the speed of the changes rather than the content,? Elliott explained.? ?Bank management and the board will need to assure that their staffs have the time and resources to make the necessary transitions. Solutions using technology are attractive, but technology without training may result in larger issues for banks.?
According to Elliott, the flood insurance manual is written for insurance agents. However, there are significant sections that will be of use to bankers. The seminar manual included more in depth discussions of the entire flood insurance process than what has been included in previous flood insurance seminars. The manual includes a review of the requirements to date for banks under the National Flood Insurance Program. As part of the requirements, the manual includes a synopsis of ?dos and don?ts? for some flood-related issues.
Background and History
According to www.floodsmart.gov, the National Flood Insurance Program?s official Website:
- In a high-risk area, a home is more than twice as likely to be damaged by flood as by fire.
- Between 20 and 25 percent of the NFIP?s claims come from outside high-risk areas.
- The average annual U.S. flood losses from 2001-2010 were more than $2.7 billion.
- Since 1978, the NFIP has paid over $36.9 billion for flood insurance claims and related costs (as of 12/31/10).
Most homeowners insurance does not cover flood damage. Flooding has long been the costliest and most devastating disaster in the United States. For decades, the national response to flood disasters was generally limited to constructing flood control systems such as dams, levees, seawalls, and the like, and providing disaster relief to flood victims.
This approach did not reduce losses, nor did it discourage unwise development. In addition, building techniques to reduce flood damage were often overlooked. To compound the problem, the public generally could not buy flood coverage from insurance companies which were largely unwilling to underwrite and bear the risk of flood because of its catastrophic nature.
In the face of mounting flood losses and escalating costs of disaster relief to the general taxpayers, the U.S. Congress created the National Flood Insurance Program (NFIP). The intent of Congress was to reduce future flood damage through community floodplain management ordinances, and provide protection for property owners against potential losses through a federal insurance mechanism that requires a premium to be paid for the protection.
Elliott discussed all aspects of the regulations and requirements, along with many additional items from the new manual. While he did not cover every line in the new manual, which is over 400 pages, he did focus on issues that are of the most interest to bankers.

China media dismiss Pentagon "cock-and-bull" report (Reuters)
BEIJING (Reuters) ? China's state news agency on Thursday condemned a Pentagon report on China's growing military might, calling its account of Beijing's weapons modernization drive an alarmist "cock-and-bull story."
The Pentagon's annual assessment of China's military strength, which was released on Wednesday, said Beijing appeared to be on track to forge a modern military by 2020, a build-up that could destabilize the Asia-Pacific region.
The Chinese government has yet to give its official response, which is likely to be tersely dismissive, but the state-run Xinhua news agency made a starting shot.
"The allegation is an utterly cock-and-bull story about the Chinese military based on a wild guess and illogical reasoning," the English-language Xinhua commentary said.
"China, which has adhered to a defensive military policy, with its rising economic clout and sprawling commercial and strategic interests around the world, has every right to build a competent military," the commentary said.
The Pentagon's report was released days after U.S. Vice President Joe Biden finished a visit to China dominated by mutual vows of cooperation and goodwill. The annual quarrel over the Pentagon report could, at least briefly, dampen the upbeat tone set by Biden's visit, which focused on economic issues.
Fueled by China's booming economy, the People's Liberation Army's weapons upgrades in the past decade have exceeded many earlier U.S. forecasts. China's aircraft carrier program, cyber warfare capabilities and anti-satellite missiles have unsettled neighbors and Washington.
China, for its part, sees its military modernization as a rightful extension of its growing economic status, and it staunchly defends its military spending as defensive in nature.
THREAT TO TAIWAN
Despite "large quantities of antiquated hardware and a lack of operational experience," the U.S. report said the People's Liberation Army is closing the technological gap with modern military forces.
The Pentagon flagged concerns about Beijing's widening military edge over Taiwan, the self-ruled island that China calls an illegitimate breakaway province.
China cut off ties with the U.S. military for most of last year to protest at an American arms package for Taiwan, but officials in Taiwan have been outspoken about their continued need of U.S. weapons and fighter jets.
"Mainland China has been increasing its military budget, widening the gap of the military forces between Taiwan and China. The U.S. is fully aware of the situation," Taiwan's Ministry of National Defense spokesman Luo Shou-he told Reuters.
"We have been asking the U.S. to sell Taiwan the F-16 C/D fighter aircraft and upgrade F-16 A/B ones over these years. We hope they will do it soon," Luo said.
The Pentagon on Wednesday said the U.S. government had still not made a decision on those arms sales, but sources have told Reuters they are unlikely to go through.
Xinhua called the Pentagon's conclusions "much ado about nothing," and said Chinese people thought it "baffling" that the U.S. could criticize China when its own military spending was 40 percent of the world's total in 2010.
China put its defense budget for 2011 at 601.1 billion yuan ($91.5 billion), up from 532.1 billion yuan last year, or a 12.7 percent increase. But many experts believe China's actual spending on the 2.3 million-strong PLA is far higher than what the government reports.
By comparison, the Pentagon rolled out a record base budget for fiscal year 2012 of $553 billion, up $22 billion from the level enacted for 2010.
Xinhua cited improving military ties between China and the U.S., a development it said should be embraced.
"The two countries should cherish their hard won improved bilateral ties, particularly the military relations, instead of blaming and smearing each other," the news agency said.

Feds reply to Armstrong leaks in sealed filing
LOS ANGELES (AP) ? Prosecutors handling an investigation of doping allegations against champion cyclist Lance Armstrong have responded to complaints about leaks in the grand jury inquiry without publicly revealing their response.
The U.S. Attorney's Office spokesman Thom Mrozek said Monday that it had filed its reply under seal to avoid violating rules that protect the secrecy of grand jury proceedings.
Armstrong's attorneys filed a motion in July, claiming leaks in the grand jury inquiry have sullied the reputation of the seven-time Tour de France winner. The initial filing, which was left unsealed, claimed some of the material reported by The Associated Press, Wall Street Journal, New York Times and others could have only come from government officials forbidden under law from discussing the proceedings.
A judge had asked U.S. prosecutors to respond to the motion by Monday.
Armstrong's lawyers are seeking a judge's order requiring federal agents to detail their conversations with reporters and to hold federal officials in contempt for the leaks. The lawyers have also suggested that, in a last resort, the court could force journalists to reveal their sources.
For more than a year, a grand jury in Los Angeles has been investigating claims that Armstrong used performance-enhancing drugs during his run of Tour de France victories, but no charges have been filed.
Prosecutors have not publicly detailed their case against the cyclist and advocate for cancer patients, but several of his teammates and associates have been called before the grand jury.
The cyclist's attorneys cited more than two dozen articles between May 2010 and June 2011 about the investigation. Armstrong has denied he ever doped.
Lawyers for Armstrong, who is a cancer survivor and whose Livestrong Foundation has raised millions for cancer research, claim news about the case has damaged his public image.
"Each leak has been designed to propagate public support for this investigation by smearing Armstrong and tarnishing his reputation," their initial filing stated. "The tactical nature of these leaks cannot be ignored as it strongly suggests an underlying partisanship inherent in government agents."

Turkey says 90-100 Kurd rebels killed in north Iraq raids (Reuters)
ISTANBUL (Reuters) ? Turkish military operations in northern Iraq have killed some 90-100 Kurdish guerrillas since last week's launch of artillery and air strikes against the separatist group, the armed forces said on Tuesday.
The air strikes are the first against rebels in the mountains of northern Iraq in more than a year and mark an escalation of the 27-year-old conflict after the collapse of efforts to negotiate a settlement.
In six days of cross-border air raids, Turkish warplanes struck 132 targets of the Kurdistan Workers Party (PKK), which uses the region as a base to launch attacks on Turkey.
The armed forces launched the operations on August 17 in response to a surge in PKK attacks in southeast Turkey. Kurdish politicians in northern Iraq have condemned the raids, saying they were contrary to international norms.
An army statement said definite figures on PKK casualties were not available but it had information that more than 80 militants were wounded in the operations, which hit 73 shelters, eight stores and nine anti-aircraft positions.
"According to initial information 90-100 terrorists were rendered ineffective," according to the General Staff, using an expression referring to the killing of militants. "The air and ground operations will continue," the military added.
The casualty figures could not be confirmed.
A news agency close to the rebels has said three PKK fighters were killed in the raids, while a local mayor and witnesses in northern Iraq have said seven Iraqis were killed in a Turkish air strike in the region on Sunday.
PKK rebels have killed some 40 Turkish security personnel in just over a month. More than 40,000 people have been killed in the conflict since the PKK took up arms for Kurdish self-rule in 1984.
The PKK is designated a terrorist group by Turkey, the United States and the European Union.

In order to allow those willing states to proceed without Sweden, in July 2008 nine countries put forward a proposal to use enhanced co-operation. At a meeting of the justice ministers on July 25, 2008, the nine states decided to formally seek the measure of enhanced cooperation; eight states formally requested it from the European Commission on 28 July 2008.
When analysing this narrative on the EU Council document repository, we get that there was a Council Document 9898/2/10 REV 2 titled Proposal for a Council Decision authorising enhanced cooperation in the area of the law applicable to divorce and legal separation ? Adoption dated June 04, 2010. The corresponding Council Document concerning the European patent with unitary effect appears to be No 5538/11 dated February 11, 2011 titled Council Decision authorising the creation of unitary patent protection.
On December 13, 2010, Document 17523/10 was published titled Council Regulation implementing enhanced cooperation in the area of the law applicable to divorce and legal separation. This Implementation Regulation was again amended and finally adopted by the Council.
Obviously there seems to be a two-step approach:
- In a first step, the basic question as to whether or not utilisation of the enhanced co-operation model is politically endorsed by a sufficient EU Council majority at all must be decided (Council Decision authorising the enhanced co-operation).
- In a second step, the details of the enhanced co-operation must be decided (Regulation of the Council [and the European Parliament, if applicable] implementing the enhanced co-operation).
In the field of EU patent law we do not yet have reached the point where the second step can be finalised. Available is Document 11328/11 titled Proposal for a Regulation of the Council and the European Parliament implementing enhanced cooperation in the area of the creation of unitary patent protection Proposal for a Council Regulation implementing enhanced cooperation in the area of unitary patent protection with regard to the applicable translation arrangements ? General Approach dated June 23, 2011. The General Approach still needs to be refined in order to reach a compromise which can be voted on in the EU Council.
Meanwhile, work on this Draft Implementation Regulation has been handed over to the somewhat ominous Friends of the Presidency Group; see my earlier posting here. Document CM 3913/11 tells us that the Friends of the Presidency Group (Patents) met on Monday, July 18, 2011 at 10h00, discussing
- Accessibility, functionality and effectiveness of Patent Litigation System ? business perspective; and
- Continuation of the exchange of views on the new elements of the draft agreement on a Unified Patent Court and draft Statute introduced following Opinion 1/09 of the CJEU (Document 11533/11)
The deliberations were not open to the public; the results apparently are not known so far.
Nevertheless, what I expect to see is an advanced Draft of the Implementation Regulation in the Council maybe even as early as later this year.
As far as I understand the rules of the game, consent of the European Parliament to the Implementing Regulation is required before final adoption.

I have any idea neither as to when the Court of Justice of the European Union will take a decision on both cases nor as to whether or not final adoption of the enhanced co-operation is to be delayed until then.
